Self-Assessment Tool

The PARCEL 2 Self‑Assessment Tool enables organisations to assess their logistics capacity and identify priority areas for improvement, using the Universal Logistics Standards (ULS) as a common benchmark. It is designed to make logistics performance review simple, practical, and directly actionable for local and national humanitarian actors.

The tool supports organisations to:

  • Assess their current logistics performance against the ULS.
  • Identify strengths and gaps, as well as generate recommendations and priorities for capacity strengthening.
  • Inform internal planning, including training needs and resource allocation.

Developed through a collaborative process led by IECAH and the PARCEL Project Team, the tool builds on extensive validation and feedback from LNHAs and international partners. It aligns closely with the broader PARCEL 2 objective of strengthening locally led humanitarian logistics systems.

How It Works

The Self-Assessment Tool provides:

  • A structured questionnaire covering key logistics areas such as procurement, transport, warehousing, fleet, and distribution.
  • Simple scoring and interpretation to help organisations visualise progress over time.
  • Guidance and examples to support meaningful reflection and improvement.
  • Links to relevant training materials and practical tools.

Available in English, French, Spanish, and Arabic.
